It's technically not a 'new' technique, as there were three characters in Melee who could use their throws to do the same thing. Even so, the Tether Recovery article might be a sign that there will be even more characters who have grappling abilities this time around. Plus, apparently, it shows Zero Suit Samus using her Up Special.
